The effect of this is to remove Dizzy from the Cardinal payroll for the duration of his suspension. Under baseball rules, Dean can appeal to Commissioner K. M. Landis for a hearing after ten days. The pitcher was entirely non-committal about that today and would not say what he intended to do.

Under baseball law Dean can practice with the Cardinals but cannot remain on the field during a game, President Frick later revealed the text of the statement Dean had refused to sign. It was in the form of a letter to Frick and read: "My dear Mr. Frick: "I feel that I owe you and the National League an explanation for certain remarks of mine which were made in the presence of newspaper men and which have been quoted: in the press. "First, as concerns the balk incident in St. Louis, it is a fact that I knew and had been informed of the balk rule week before the incident occurred.

It is true also that I knew that the balk rule was being enforced generally throughout the league and was not directed at me. It is true also that I was! warned about this rule while warming up for the game in which the incident occurred. Insofar as the particular balk which was called on me is concerned, it was, of course, a matter of umpire's judgment. In my opinion I did not commit a balk. "The other evening in Belleville, Illinois, I was quoted as making certain statements reflecting the integrity of certain umpires and upon the National League office.

I did not make those statements. In all my experience in big league baseball I have case never once known of a single of umpires who were dishonest or crooked. of course, retain the right always to question their judgment but I do not for one moment doubt their honesty or integrity. "I trust you will this explanation in the spirit in which it is tendered and that the whole thing can today be dismissed as a closed incident. Stripping Strike Unsettled. The meeting that was scheduled for today at the Labor Temple on West Broad street, between officials of the Dick Construction Company and committee of the Stripping Workers' Local No. 2168 to adjust a strike that occurred Tuesday ing was not held up to press time. At a meeting of the union held last night, James Eckrote, president of the local announced that the men voted to remain on strike until a satisfactory agreement is reached.
